Halley Rise: Brookfield Properties in negotiations to lease office blocks

In a recently submitted Comprehensive Sign Plan, the Halley Rise developer gave a brief mention to the status of development on the upcoming mixed-use development.

Since approval of the Rezoning, the Applicant has advanced development of three of the new Blocks — F, D and G — all of which have final development plan approval and each of which are now either in final engineering and design (D and G) and/or are under construction (F). And, lease negotiations with prospective tenants for the buildings on those Blocks are well underway.

Halley Rise (formerly known as Reston Crescent) will be the first major mixed-use urban development south of the new Reston Town Center Metro station. The 36-acre property will be split into eight blocks, two of which have had office buildings for the past ten years. The other six blocks will eventually contain almost 4 million square feet of new development. As shown in the figure below, blocks D, F, and G represent the first phase of new development.

Block F, under construction since last year, is a midrise building with a ground-floor Wegmans grocery store and apartments on the upper floors. The Wegmans is scheduled to open in early 2022, and the apartments will likely deliver around that same time frame.

Block G is approved for a highrise office building, and will be most closely positioned to the new Metro station. No tenants for the building have been announced.

Block D is approved for two buildings, one of which is a midrise office building, and the other will be a highrise residential building with lower level retail. The national entertainment chain Pinstripes, Inc. has agreed to open a location in the building, which might also include a movie theater.

As with all development plans these days, the ongoing pandemic throws this situation into a state of uncertainty. Until Brookfield Properties has some signed anchor tenants, it is likely that the company will take its time in commencing construction on new blocks. Still, the update (dated May) is promising for what is to come.
